INVITATION FOR TENDER

1. ASPHALTIC RECONSTRUCTION OF:
a. ARIYO – AKANRAN ROAD (7.99KM COMPRISING OF SINGLE CARRIAGEWAY (6.89KM) AND DUAL CARRIAGEWAY (1.10KM) – LOT 1
b. AKANRAN – DAGBOLU ROAD (OYO/OGUN STATE BOUNDARY) SINGLE CARROIAGEWAY (22.21KM) –  LOT 2
2. ASPHALTIC IMPROVEMENT/REHABILITATION OF SELECTED ROADS WITHIN THE OLD AND NEW BODIJA IN IBADAN METROPOLIS (7.172KM)

The Oyo State Government of the Federal Republic of Nigeria herein after called “the Employer” intends to carry out the above mentioned road projects and hereby invites interested contractors for bidding.

3. BIDS REQUIREMENTS
Interested contractors are to submit the following documents:

Mandatory documents
a. certificate of incorporation issued by the Corporate Affairs Commission (CAC)
b. FIRS Current Tax Clearance Certificate of limited company for year 2021,2022 & 2023
c. Oyo state BIR Current personal Income Tax Clearance Certificate for two (2) Directors of the company for year 2021,2022 & 2023
d. Current certificate of registration with Oyo State Bureau of public procurement (BPP) in category E.
e. Evidence of current registration of business premises with the Ministry of Trade and Investment, Oyo State.
f. Contractor financial reports for year 2019-2023
g. Evidence of financial capability/reference letter from a reputable bank.
h. Sworn affidavit disclosing
i. whether or not any officer of the relevant committees of the procurement Entity or the Bureau of Public Procurement is a former of present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bids are true and correct in all particulars;
ii. That no director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
iii. That the company is not in receivership, the subject of any form of insolvency of bankruptcy proceedings or the subject of any form of winding up petition or proceedings.
i. Evidence of payment of non-refundable bidding fee of (N250,000.00) for each of the lots/road into Oyo State Government account, revenue code 12020427
j. Provision of a bid security in the amount of 1% of the bid price.

4. TECHNICAL DOCUMENTS
a. Verification evidence/list of previous/similar major/projects executed with letters of commission and certificate of practical completion.
b. Company profile and organization structure, including names and resume of key personnel with address and phone numbers.
c. Evidence of registration of company key personnel with relevant professional bodies.
d. Evidence of current practice license with relevant professional regulatory bodies (COREN, QSRBN, ARCON, CORBON etc.)
e. List and addresses of sub-contractors and technical partners.
f. Letter of consent to allow for verification of claims on documents, equipment’s, sub-contractors and/or technical partners.
g. Any other documents deemed relevant.

5. SUBMISSION
a. All bidding documents should be arranged and bounded as listed below:
i. Two (2) sets of bounded bidding documents should be enclosed in separate envelopes with original and duplicate imprinted on the project title written on the top right corner of the envelope.
ii. The two (2) envelopes should enclose in a bigger envelope with the project title written on the top right corner of the envelope.
iii. The bounded bidding documents should be addressed to:
The Office of the Secretary
State Tenders Board,
Cabinet Department
Office of the Executive Governor
Oyo State Secretariat, Ibadan

And submitted between the working hours of 8:00am and 4:00pm but submission on the last day is between the hours of 8:00am to 12noon.
b. The bidding exercise shall remain opened for a period of ten (10) working days from the date of this advertisement.
c. The bidding documents shall be opened immediately at the expiration of the bidding period at the Secretary State Tenders Board by 12noon on Wednesday 9th October 2024.
d. Interested bidders are invited to attend.
e. All late submission shall be rejected and disqualified from participation in the bidding opening process.

6. IMPORTANT INFORMATION
a. The Ministry of Public Works and Transport will not be responsible for any cost or expenses incurred by any interested party (i.e) in connection with site inspection or response to this invitation.
b. The Ministry of Public Works and Transport reserves the right to annul the selection process at any time without incurring any liabilities and attributing any reason thereof.
