INVITATION FOR PRE-QUALIFICATION AND FINANCIAL BIDDING

The Enugu State Government is committed to providing adequate physical and socio-economic infrastructure and other services for sustainable and equitable sports development in the state.

In line with this policy, the state Government is willing to embark on the construction of IAAF Standard Athletic Track with full marking at Nnamdi Azikwe Stadium, Enugu state.

Therefore, Ministry of Youth and Sports on behalf of Enugu State Government invites Expression of Interest (EOI) for prequalification and financial bid from interested contractors/companies with proven track record of experience and competence in the mentioned fields for prequalification and financial bid for the above mentioned project in Enugu State.

PRE-QUALIFICATION CRITERIA:
Interested companies/Enterprises are called to submit the following documents for assessment by the Ministerial Tenders Board, Ministry of Youth and Sports, Enugu.
i. Evidence of certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7.
ii. Evidence of registration as a contractor in the category D with Enugu State Ministry of Works and Infrastructure.
iii. Evidence of Company Tax Clearance Certificates the last three (3) years (2021, 2022 & 2023).
iv. Company’s Audited Accounts for the last three years (2021, 2022 & 2023) duly certified by ICAN/ANAN or any other qualified and registered auditing firm etc for Limited Liability Companies.
v. Evidence of VAT registration and remittance
vi. Evidence of ITF certificate
vii. Bank reference from a reputable commercial bank
viii. Evidence of payment of non-refundable prequalification fee N250, 000 (Two Hundred and Fifty Thousand Naira) only.

METHOD OF PAYMENT
The payment MUST BE PAID to any reputable commercial Bank in Nigeria

NOTE
a. All expression of interest must be –signed by an officer authorized to bind the organization to a contract.
b. Due diligence to be followed any discrepancy found may lead to automatic disqualification
c. Sworn affidavit authenticating documents submitted.
d. All submission of the pre-qualification requirements should be in two sealed envelopes clearly marked on the top left corner. “INVITATION FOR PREQUALIFICATION AND FINANCIAL BID FOR THE CONSTRUCTION OF IAAF STANDARD ATHLETIC TRACK AT NNADI AZIKWE STADIUM, ENUGU STATE, addressed to Permanent Secretary, Enugu state Ministry of Youths and Sports, Block A, New Secretariat, State Secretariat, Enugu and submitted to the HOD (PRS) of the same Ministry, at a date not later 21 days from the date of publication.
