The Federal government of Nigeria through the federal ministry of agriculture and rural development has received financing from the world bank and on lent the financing to nineteen (19) participating State (Sokoto, Kebbi, Niger, Ogun, Oyo, Ondo, Kwara, Kogi, Katsina, Kano, Gombe, Ebonyi, Abia, Akwa-Ibom, Osun, Kaduna, Bauchi, Plateau and Ekiti States) toward the cost of the Rural Access and Agricultural Marketing Project (RAAMP) and intends to apply part of the proceeds toward payments under the contract for Backlog Maintenance of 37.24km Rural Roads In Kebbi State (Lots 1&2).

1. The contract will be jointly financed by the International Development Association (IDA) and French Development Agency (AFD). Procurement process will be governed by the World Banks Procurement Regulations.
2. The Kebbi State project Implementation Unit (SPIU), Rural Access and Agricultural Marketing Project (RAAMP) now invites sealed bids from eligible bidders for the Backlog Maintenance of 37.24km Rural Roads In Kebbi State (Lots 1&2) as follows

Note: the project involve upgrading of rural roads in Kebbi State having a total length of 30.512km. The works include but not limited to; site clearance and earthwork, culvert and drains, pavement and surfacing as well as strict undertaking of social and environmental safeguard. The work is expected to be completed within 18 months.

3. Bidding will be conducted through National Competitive Procurement Method using request of Bids (RFB) document as specified in the World Bank’s “Procurement Regulations for IPF Borrowers-Procurement in investment projects financing” November, 2020-fourth edition (Procurement Regulations) and is open to all eligible bidders as defined in the Procurement Regulations.

4. Interested eligible bidders may obtain further information from the State Project Coordinator Kebbi State Rural Access and Agricultural Marketing Project (RAAMP), State project Implementation Unit (SPIU) and inspect the bidding document during office hours 0900 to 1600 at the address given below.

5. The bidding document in English language may be purchased by interested eligible bidders upon the submission of a written application accompanied with evidence of payment to the address below and upon payment of a nonrefundable fee of One Hundred and Fifty Thousand Naira (N150, 000.00) only. The method of payment will be direct deposit to the specified account below. The document will be made available at the address given below

6. Bids must be delivered to the address below on or before 12:00noon on Wednesday 20th November 2024. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidder’s designated representatives and anyone who chooses to attend at the address below on 12:00noon on Wednesday 20th November 2024.

7. All bids must be accompanied by a “Bid Securing Declaration” as required in ITB 19.1 of the bidding document.

8. Attention is drawn to the Procurement Regulation required the borrower to disclose information on the successful bidding’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure form as included in the bidding document.
