ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR ENGAGING A FIRM AS TRANSACTION ADVISOR FOR THE MINI GRID PROGRAMME WITHIN THE NIGERIA ELECTRIFICATION PROJECT

The Federal Government of Nigeria (FGN) has received financing from the African Development Bank (AfDB) for the cost of the Nigeria Electrification Project (NEP). The Rural Electrification Agency, the implementation Agency of the FGN, intends to apply part of the proceeds of this loan to payment under the contract for the Consultancy Services of a Transaction Advisor for the Mini Grid Programme within the Nigeria Electrification Project (NEP).

The Transaction Advisor shall, among others, carry out the following major activities:
1. Technical Review Of the Project and recommendations in an optimal transaction structure:
2. Support the PMU and Snr Procurement Specialist the preparation and execution of the bidding process for the 300 mini-grids. It Is envisaged that tendering for the mini grids may be in three phases of average of 100 sides per phase: support the Snr Procurement Specialist in the evaluation bias at each of the phases:
3. Participate in Contract Negotiation with wiring bidders:
4. Review financial proposals and recommend optimal financial structure:
5. Provide support at Financial Close and post-transaction reporting
6. Post-award tracking and monitoring of project execution by winning bidders

BACKGROUND
The USAID Effective Water Sanitation and Hygiene (E-WASH) is a 4-year program with the main objective of strengthening the governance, financial and technical viability of five (5) State Water Boards (SWBs) in Nigeria. The six SWBs are as follows: ABIA SWSC (LOT 1); DELTA USWB (LOT 2); IMO SWC (LOT 3); NIGER SWB (LOT 4); TARABA SWA (LOT 5).

The project is working towards achieving the following four objectives:
• Create professionally managed and commercially oriented SWBs
• Improve the financial and operational viability of SWBs
• Strengthen policy, institutional, and regulatory frameworks for improved WASH services
• Build national and state WASH advocacy, coordination, and communications for reform The project is being implemented by RTI International (www.rti.org), which is an independent organization dedicated to conducting innovative, multi-disciplinary research that improves the human conditions. E-WASH to this effect is inviting interested, eligible and competent Consultancy Firms and Service providers via this Expression of Interest (EOI) to respond on their willingness to be shortlisted to the following consulting services: For Short term Technical Assistance for urban household & customers water use, demand side analysis and ab ility to pay for improved water services studies in five states water boards – Abia SWSC (LOT 1); Delta USWB (LOT 2); Imo SWC (LOT 3); Niger SWB (LOT 4); Taraba SWA (LOT 5)

The cardinal objectives of the assignment are:
• To conduct sector wide Demand-Side analysis and Ability to Pay studies using surveys, questionnaires and appropriate tools on which basis the consultant shall, recommend strategies the SWB management could adopt for improving water demand;
• To review the current socio-economic status of the respective urban areas served; this will also include the review of whatever existing tariff instrument or policies are in current use and comment on their age, relevance and justification as may be necessary;
• To Develop a practical and effective water demand-side management (DSM) strategies for the SWBs;
• To undertake an assessment and evaluation of the ability to pay for urban water services across the target service areas.

ENGAGEMENT OF CONSULTANCY FIRM FOR GIS-BASED MAPPING FOR EROSION SITES & FLOOD ZONES

The Federal Government of Nigeria has initiated the Nigeria Erosion and Watershed Management Project (NEWMAP). The Project is supported with financing from the World Bank. The lead agency at the Federal level is the Federal Ministry of Environment (FME), Department of Erosion, Flood and Coastal Zone Management. State and local governments, local communities and CSOs will be involved in the project, given that the project is a multi-sector operation involving MDAs concerned with water resources management, public works, agriculture, regional and town planning, earth, and natural resources information, and disaster risk management.

The Nigeria Erosion and Watershed Management Project (NEWMAP) is designed to support the objective of achieving greater environmental and economic security. The Project is aimed at addressing severe gully erosion problems in the short term, reducing vulnerability to soil erosion and climate variability in the medium term, and promoting long-term climate resilience, and low carbon development. NEWMAP will take an integrated watershed management approach to erosion that will address the interlinked challenges of poverty, ecosystem services, climate change, disaster risk management, biodiversity, institutional capacity and governance.

The Project Management Unit (SPMU) of Ekiti State NEWMAP has commissioned various studies aimed at effectuating successful implementation of the NEWMAP in the state. One of such studies required for sound and effective project preparation is the Mapping of Gully Erosion/flood Sites in the state and general land use / land cover classification within the Geographic Information System (GIS) framework. This will aid in knowing the status of gully erosion sites and land resources in the state and effective management and monitoring of all erosion sites in the state. The mapping will also underpin project presentation and reporting on key status of erosion sites especially the prioritized sites for the NEWMAP GRASS component.

The Project Development Objective is to Rehabilitate degraded lands and reduce longer-term erosion vulnerability in targeted areas. At State level, NEWMAP activities involve medium-sized civil works such as construction of infrastructure and/or stabilization or rehabilitation in and around the gullies themselves, as well as small works in the small watershed where gullies form and expand.
