TENDER OPPORTUNITY: PROVISION OF HEALTHCARE SERVICES TENDER

1.0 INTRODUCTION
The Shell Petroleum Development Company of Nigeria (SPDC) in its role as operator of the NNPC/SHELL/TEPN/AGIP Joint Venture, on behalf of the Joint Venture, hereby invites reputable NHIS registered Health Maintenance Organisation (DPR registered and licensed) with proven experience in the provision of healthcare services using own medical facilities or subcontract the services through its network. The proposed contract will commence in 2021 and remain active for 12 months with three one yearly extension option.
2.0 OVERVIEW/SCOPE OF WORK
The scope of work for the contract is to provide purely HMO insurance services for personnel and treatment of terminal ailments HMO services shall be made up of two modules as stated below:
HMO 1
This health insurance services to be provided will cover (but not limited to) the following:
ï‚·Placement of special Service Provider Option with the HMO for Shell staff and dependents and peripheral staff where necessary to assure availability of services that are not routine.
ï‚·Provision of Preventive Healthcare Services to all enrolees.
ï‚·Medical treatment and care to international standards;
ï‚·General practice, in-patients, surgical, Obstetrics and Gynaecology, Paediatrics.
ï‚·Laboratory services, pharmacy, x-ray, ambulance services.
ï‚·Medical emergency response with provision for Major emergencies care of multiple causalities and critical core.
ï‚·Medical assurance and audits.
ï‚·Selection and assurance of accreditation/competence of medical providers that satisfy agreed criteria.
ï‚·Monitoring and tracking services to ensure quality of care.
ï‚·Administration of plan and prompt premium payment for at least primary care to Providers.
ï‚·Monitoring of patient satisfaction and complaints procedures.
ï‚·Employee Assisted Program (EAP) to provide confidential psychological Counselling/support for PH and non-PH based staff/dependents
HMO 2
This health insurance services to be provided will cover (but not limited to) the following:
ï‚·Provision of Preventive Healthcare Services for Pensioner and spouse only
ï‚·Medical treatment and core to international standards
ï‚·General practice, in-patients, surgical, Obstetrics and Gynaecology
ï‚·Laboratory services, pharmacy, x-ray, ambulance services
ï‚·Medical emergency response with provision for Major emergencies care of multiple causalities and critical care
ï‚·Medical assurance and audits
ï‚·Selection and assurance of accreditation/competence of medical providers that satisfy agreed criteria
ï‚·Monitoring and tracking services to ensure quality of core
ï‚·Administration of plan and prompt premium payment for at least primary care to Providers
ï‚·Monitoring of patient satisfaction and complaints procedures
The work will be carried out across Nigeria and there is no guaranteed minimum work as contracts emanating from this tender will be managed by Call-Offs.
3.0 MANDATORY REQUIREMENTS
To be eligible for this tender exercise, interested Contractors are required to be registered NHIS HMO providers and pre-qualified in Product Category (3.18.12) – Medical Services in NipeX Joint Qualification System (NJQS). All successfully pre-qualified suppliers in this category will receive Invitation to Tender (ITT).

ï‚·If you are not listed in a product/service category in which you are registered with DPR to do business, contact NipeX office at 8 Bayo Kuku Rood, Ikoyi, Logos with your DPR certificate as evidence for verification and necessary update.
ï‚·To initiate the JQS per-qualification process, access nipex-ng.com to download application form, make necessary payments and contact NipeX office for further action.
ï‚·To be eligible, all Tenderers must comply with the Nigerian Content requirements in the NipeX system.
4.0 NIGERIAN CONTENT REQUIREMENTS
Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act and also provide the following requirements:
ï‚·Provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and DPR certificate.
ï‚·Detailed description of the location of in-country committed facilities & infrastructure (Technical/Administrative offices, hospitals, medical laboratories etc.) in Nigeria to support this contract.
ï‚·In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
Submit Tenderer’s corporate organizational and project/contract specific organogram. CV’s of all personnel listed (not limited to consultants, nurses, midwives, laboratory technologist, radiologist, etc.) in the project organogram should be submitted. For any position to be occupied by expatriate, tenderer shall provide evidence to obtain expatriate quota approval granted by NCDMB before any expatriate is deployed to execute this work scope’.
ï‚·All bidders shall provide evidence of approval and registration with NHIS
ï‚·Provide Category C NIGERIAN CONTENT EQUIPMENT CERTIFICATE (NCEC) issued by Nigerian Content Development and Monitoring Board in respect of Nigerian ownership of medical equipment First consideration shall be given to Category 1,2, and 3 in order of priority in line with the latest approved guideline.
ï‚·All procurement of medical consumables not limited to drugs, laboratory consumables/regents, clinical consumables e.g. syringes, etc. shall be procured from a local manufacturing vendor with a valid category A.
5.0 CLOSING DATE
Only Tenderers who are NHIS registered HMO providers and are also registered in the relevant NJQS product categories (3.18.12) – Medical Services as at 2 December, 2020 being the advert closing date shall be issued the Invitation to Tender (ITT).
