EXPRESSION OF INTEREST TO PREQUALIFY FOR THE SELECTION AS THIRD-PARTY LOGISTICS (SPL) HAULAGE COMPANY FOR SOCIETY FOR FAMILY HEALTH

Society for Family Health (SFH) was incorporated in 1985 and is one of the foremost Non-Governmental Organizations (NGOs) that provide support to the Nigerian government in key areas of public health: HIV & AIDS prevention, social services, family planning and maternal & child health (malaria, water and sanitation, and diarrhea control).

SFH as the Fourth-Party Logistics (4PL) service provider in collaboration with National Malaria Elimination Programe (NMEP) with the support from the Global Fund and other Roll Back Malaria Partners desires to improve access through timely and reliable transportation of Insecticide Treated Nets (ITNs) for replacement campaigns in Gombe, Jigawa, Ogun and Delta States. The project is a fixed term one year contract.

OBJECTIVE OF SERVICE:
To deliver efficiently at the required destination, Insecticide Treated Nets (ITNs), commodities and products in the right quantity, time and quality using “Good Distribution Practice” concept.

SPECIFIC ACTIVITIES:
1. Carry out timely ITN transportation from the State warehouse to the Local Government Area (LGA) stores.
2. Carry out timely ITN transportation from LGA stores to Distribution Points (DPs).
3. Carry out timely ITN transportation from DPs to satellite DPs.
4. Carry out timely reverse logistics from the LGA stores to the State warehouses.

In line with achieving the major objective for this intent, SFH seeks to engage, reputable and qualified Third Party Logistics (3PLs) haulage companies to bid for this service and to be engaged for a fixed term contract.

A: ELIGIBILITY CRITERIA:
To be eligible for consideration, interested organizations must provide the following details:
1. Copy of Certificate of Incorporation (CAC).
2. Company profile and Management structure.
3. Copy of Tax Clearance Certificate for years 2021, 2022 and 2023.
4. Copy of Audited account/financial statement for years 2021, 2022 and 2023.
5. Evidence of similar haulage activities carried out for more than one year (such evidence must include any or all of the following; Service Agreements/Contracts, Award Letters, Purchase Orders, Memorandum of Understanding, Service Completion).
6. Copy of Company’s Current Goods-In-Transit Insurance (that insures up to N100 million worth of goods).
7. Evidence of the availability of qualified personnel to carry out this service (e.g. personnel Curriculum Vitae).
8. Evidence of infrastructure to carry out required services (trucks of different sizes).
9. Evidence of specific risk management measures (e.g. vehicle tracking facility).
10. Evidence of schedule of vehicle maintenance (eg. Copy contract with vehicle repairs/maintenance workshops).
11. References from three (3) clients (past or present).

B. SUBMISSION OF PREQUALIFICATION DOCUMENTS:
• All pre-qualification documents (as listed above) MUST be sent electronically to haulage2024@sfhnigeria.org which is the designated email address set up to receive the submissions.
• Submissions via this e-mail Must be made on or before 5.00pm GMT+1 (Nigerian time) on the 5th of April 2024.
• Each submission must not exceed 10MB, for ease of bid uploading and retrieval.
• The subject of your email MUST be titled as follows-PREQ-SFH-HAULAGE.
• Any e-mail received without this subject title will not be considered.
• Any submission received by post or hand delivered WILL be disqualified.

C: EVALUATION OF PRE-QUALIFICATION SUBMISSIONS:
• A technical panel will be constituted to review the submissions and shortlist applicants to proceed to the next stage of Request for Proposal based on the criteria listed above.
• At this stage, a ‘yes’ or ‘no’ qualifier will be used to rate all the points above, and only organizations with a ‘yes’ response against all the points above will be considered for the next stage.
• Only companies that satisfy the Pre-qualification requirements will be contacted with Requests for Proposal (RFP) document.

D: TERMS FOR INVITATION TO PRE-QUALIFY:
• This publication can also be found on SFH website: www.sfhnigeria.org This can be done by clicking on the link titled SFH/HAULAGE-03-24.
• Organizations should take account of the expected submission time required and are responsible to ensure that their bids are received by SFH on or before the due date and time. Lost or misdirected e-mails received after the due date and time will be considered as having been submitted late.
• Bids that are incomplete or do not fully respond to this Eol may not be considered in the review process.
• This advertisement shall not be construed to be commitment on the part of SFH, for contract award nor shall it entitle the organization to make any claims whatever and seek indemnity from SFH by virtue of having responded to this advertisement.
• All costs incurred by bidders as a result of this process and any subsequent requests for information shall be borne by the bidding companies. This would include any costs incurred during functional demonstrations and subsequent meetings and negotiations.
• Only successful companies will be contacted.
• SFH is exempted from paying Value Added Tax (VAT).
• The Applicable Withholding Tax will be deducted from the selected company’s contract value.

E: SUBMISSION OF APPLICATIONS/CLOSING DATE:
The closing date for receiving the application is ten (10) working days (i.e. 5th April 2024 at 5:00pm Nigerian Time) from the day of publication excluding public holidays. Any application received after the stipulated ten (10) working days will not be accepted.
