1. The Federal Government of Nigeria through the Federal Ministry of Agriculture And Rural Development has received financing from the World Bank and on-lent the financing to nineteen participating state (Namely Abia, Akwa Ibom, Bauchi, Kano, Katsina, Kebbi, Kogi, Kwara, Ondo, Ogun, Oyo, Plateau, Sokoto, Niger, Gombe, Ekiti, Kaduna, Ebonyi and Osun) toward the cost of the Rural Access and Agricultural Marketing Project (RAAMP) and intends to apply part of the proceeds toward payments under the contract for Construction of 38.5km Cross Rural Roads Upgrading in Sokoto State Phase 2 (LOT 1&2).

This contract will be financed by the International Development Association (IDA) and French Development Agency (AFD). Procurement process will be governed by the World Banks Procurement Regulations.

2. The Sokoto State Project Implementation Unit, Rural Access and Agricultural Marketing Project (RAAMP) now invites sealed bids from eligible bidders for the Construction of 38.5km Cross Rural Roads Upgrading in Sokoto State Phase 2 (LOT 1&2) as follows;

Note: The projects involve Upgrading of Rural Roads in Sokoto State having a total length of 38.5km. The works include but not limited to; site clearance and earthwork, culvert and drains, as well as strict undertaking of social and environmental safeguard. The work is expected to be completed within 18months.

3. Bidding will be conducted through National Competitive Procurement Method using request of Bids (RFB) document as specified in the World Bank’s “Procurement Regulations for IPF Borrowers-Procurement in investment projects financing” November, 2020-fourth edition (Procurement Regulations) and is open to all eligible bidders as defined in the Procurement Regulations.

4. Interested eligible bidders may obtain further information from the State Project Coordinator Sokoto State Rural Access and Agricultural Marketing Project (RAAMP), State project Implementation Unit (SPIU) and inspect the bidding document during office hours 0900 to 1600 at the address given below.

5. The bidding document in English language may be purchased by interested eligible bidders upon the submission of a written application accompanied with evidence of payment to the address below and upon payment of a non-refundable fee of Fifty Thousand Naira (N50, 000.00) only. The method of payment will be direct deposit to the specified account below. The document will be made available at the address given below

6. Bids must be delivered to the address below on or before 12:00noon on 19th November 2024. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidder’s designated representatives and anyone who chooses to attend at the address below on 12:00noon on 19th November 2024.

7. All bids must be accompanied by a “Bid Security” in the amounts indicated in the above table.
