1. BACKGROUND
The Federal Republic of Nigeria (hereinafter called “Borrower”) has received financing from the African Development Bank in the form of a “loan” toward the cost of Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Project (IBSDLEIP). The Taraba State Programme Implementing Unit (PIU) the beneficiary of the loan intends to apply a portion of the proceeds of this loan to eligible payments under a contract for Supervision Consultancy Services of the construction/rehabilitation provision of WASH facilities in the State.

2. Objectives of the Assignment
The overall objective of the assignment is to put in place a robust system for quality management of all water facility contracts in line with the design and technical specifications to ensure there is value for money and equally strengthen the capacity of the RUWASSA staff in contract management
