1. INTRODUCTION
TotalEnergies EP Nigeria Limited (TEPNG) operator of the NNPCL/TOTAL Joint Venture invites interested reputable and prequalified contractors with relevant experience for various tender opportunities for Offshore Completions Support Services for the Drilling Campaign Slated for 2025 to 2027.
2. BRIEF DESCRIPTION OF WORK SCOPE AND SPECIFICATIONS
The expected duration of the contracts is four (4) years firm plus one (1) optional extension. The services are:
a. Offshore upper and lower completion equipment supply and services
The CONTRACTOR shall provide Engineering, Equipment, Consumables and Personnel for the operation and maintenance of services for Upper and Lower Completion Installation and Hardware services.
The upper and lower completion services contract covers the offshore drilling activity of one or more rigs and provide the services needed for the drilling campaign.
b. Offshore sand control pressure pumping services
The CONTRACTOR shall provide Engineering, Equipment, Consumables and personnel for the operation and maintenance of services for:
• Sand control pumping operations for gravel pack operation
• Surface pumping data acquisition
The call for tender is to provide sand control pumping services for several new wells and workover wells in offshore Niger Delta at OML 99 & 102.
The pumping operations will be run from an offshore drilling rig.
The objective is to carry out either cased hole gravel pack, high-rate water pack, open hole gravel pack or frac pack.
3. MANDATORY REQUIREMENTS
a. To be eligible for the tender, interested contractors are required to be pre-qualified in the following categories:
a. Offshore upper and lower completion equipment supply and services
• 1.01.08 Production String Components
• 1.01.12 down Hole pressure control equipment
• 3.01.07 Drilling/Completion Engineering Services
• 3.04.17 Well completion services
b. Offshore sand control pressure pumping services
• 3.04.18 Well overhauling/Stimulation services
• 3.04.27 Perforation services
• 3.04.28 Gravel packing services
• 3.04.29 Fracturating services
b. All successfully pre-qualified suppliers in this category will receive an Invitation to Technical Tender (ITT).

d. If you are not listed in the product/service category and you are registered with NUPRC (former DPR) to do business, contact Nipex office at No. 27b Oyinkan Abayomis Drive, Ikoyi, Lagos with your NUPRC (formers DPR) certificate as evidence for verification and necessary update.
e. To initiate the NJQS pre-qualification process, access www.nipex-ng.com to download the application form, make necessary payments and contact Nipex office for further action.
f. To be eligible, all tenders must comply with the Nigerian content requirements in the NipeX system.
4. NIGERIAN CONTENT REQUIREMENTS
TEPNG is committed to the development of the Nigerian Oil and gas business in compliance with the Nigerian Content Act 2010 for Nigerian Content Development.
As from the commencement of this Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian oil and gas industry shall be consistent with the level set in the Schedule of the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (The Board).
Tenderer(s) shall comply with all the provisions of the Nigerian Content Act that relate to this advert and in particular comply with the minimum Nigerian Content percentage for the scopes which are covered in the schedule of the act. This also includes any requirement that may arise from time to time not explicitly stated in this advert but which apply to the service in fulfillment of the Nigerian Content Act, in the submission of their tender.
Failure to fully comply with the Nigerian Content Act or demonstrate commitment to Nigerian Content Development policy of the Nigerian Government shall result in the disqualification of the tenderer from the bidding process.
As part of their technical tender submissions, tenderer shall:
• Tenderer shall demonstrate evidence of being a Nigerian registered company. Submit certified true copies of CAC forms 10, 02 7 07 (or its equivalent; CAC 2.3, 2.4, 2.5,etc) including company memorandum & article of association and other evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.
• Provide evidence of what percentage of key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
• Detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical Offices, fabrication workshop) in Nigeria to support this contract.
• Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing project-specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
• Tenderers shall provide evidence of category 1,2,3,4 or 5 services and support (SS) demonstrating ownership of completion and sand control equipment to execute the work scope.
NOTE: Failure to comply with the provision of the Nigerian Content Act 2010 or to demonstrate commitment to the development of the Nigerian Content policy shall result in the disqualification of the tenderer from the bidding process.
5. ADDITIONAL INFORMATION
a. Failure to provide any of the listed documents or information, in the file format or accessible means requested, may automatically disqualify the Tenderer.
b. All costs incurred in registering and prequalifying for this and other service categories in NIQ5 shall be borne solely by the Tenderer.
c. This advertisement shall neither be construed as an invitation to Tender (ITT) nor a commitment on the part of TotalEnergies to award a contract to any supplier and/or associated companies, sub-contractors or agents.
d. The ITT and any further progression of this tender shall be via NipeX. Interested bidders are therefore advised to ensure that their profiles in NipeX (including their valid official email address) accessible by their organization as this shall be the only means to transmit the ITT.
e. Man hour figures for Capital Project Portfolios are best estimates to provide definition to the scope and do not constitute guaranteed quantities.
f. TEPNG will only recognize and correspond with duly authorized officers of the pre-qualified bidders and NOT through individuals or agents acting on their behalf.
6. CLOSING DATE
Only Tenderers who are prequalified and have a LIVE subscription status in the listed NJQS service categories in Nipex Joint Qualification System (NJQS) database as at 16:00hrs on 27/05/2024, being the advert closing date, shall be invited to submit technical and commercial tenders.
