REQUEST FOR PROPOSAL (RFP) FOR THE DEVELOPMENT OF PROPOSED ONCOLOGY CENTRE
7TH JULY, 2021
PREAMBLE:
Cancer is a major global health problem with records of about 10 million incidences, of which a sixth of the cases, result in fatalities. Nigeria, with its challenge of inadequate reporting and record keeping, documents new diagnoses of more than 100,000 and more than 70,000 cancer related deaths annually. It is, therefore, projected that Lagos, which accounts for about 10% of Nigeria’s population may record more than 10,000 new cancer cases and 7,000 cancer-related deaths annually. Meanwhile, due to the ageing of the population, increased environmental degradation, toxic agricultural and food handling processes, public awareness, screening and diagnostic capacities, there may be more registered incidences of cancer, in Nigeria, in the immediate future. Hence, the desire of the Lagos State Government (LASG) to develop a pilot comprehensive Oncology Centre in the State to address the medical challenge.
LASG has approved for Ibile Holdings Limited (IBILE), the State Government’s Investment Company, to execute a medical services support initiative tagged “Medical Diagnostics and Services Provision Scheme (MDSPS), which purpose is to improve healthcare delivery in Lagos State, by utilizing private investment to deliver identified deficient medical services and infrastructure on mutual terms, including joint ventures and structured deferred payments. The proposed Oncology Centre will be on-boarded under MDSPS.
