INVITATION FOR PRE-QUALIFICATION AND TENDER FOR YEAR 2024 TETFUND ANNUAL INTERVENTION PROJECTS

1. INTRODUCTION
The University Agriculture and Environmental Science Umuagwo, Imo State in compliance with the requirement of the Public Procurement Act 2007 and other extant government regulations intends to undertake the procurement of goods for the implementation of YEAR 2024 TETFUND ANNUAL INTERVENTION PROJECTS following the allocation of funds. Competent and experienced contractor/firms with relevant experience and good track record of prompt delivery of similar projects are hereby invited to submit bids for pre-qualification and tender exercise for the projects listed below.

2. Scope Of Works
Lot 1: Development of Comprehensive University Master Plan
Lot 2: Remodeling/Upgrading and Equipping of Cassava Value Chain Demonstration Facility
Lot 3: Rehabilitation, Equipping of University Water Purification Facility & Procurement, Installation and Equipping of University Green House
Lot 4: Procurement of 1Nr Utility Vehicle, 202/2022 Model, Power Steering, Petrol Engine, Shell Spec.
Lot 5: Renovation/Upgrading of Facility of Agriculture Building/ Procurement of Furniture and Equipment
Lot 6: Renovation/Upgrading of Poultry Demonstration Farm Buildings, Agriculture Equipment Workshop Building and Procurement of Furniture Equipment.
Lot 7: Construction of 2Nr Security Observation Posts/ Water Towers, Procurement and Installation of Furniture and Equipment of Administrative Offices.
Lot 8: Procurement, Installation, Testing and Commissioning of Solar Street Lights.
Lot 9: Procurement, Testing and Commissioning of 1Nr Agricultural Tractor with Implements
Lot 10: Procurement, Installation, Testing and Commissioning of 1Nr 100kva Sound Proof Perkins Generating Set
Lot 11: Renovation/Upgrading and Equipping of University Medical Centre.
Lot 12: Renovation/Upgrading Of Faculty of Engineering Building, Procurement of Furniture and Equipment

3. ELIGIBILITY REQUIREMENTS
a. Evidence of certificate of incorporation issued by the Corporate Affairs Commission (CAC) including, form CAC 1.1 or CAC 2 and CAC 7.
b. Evidence of Company’s Income Tax Clearance Certificate) for the last three (3) years valid till 31st December 2024; with minimum average annual turnover of N100 million for Goods;
c. Evidence of Pension Clearance Certificate valid till 31st December 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) compliance certificate valid till 31st December 2024 (this requirement is only applicable to bidder whose number of staff is 5 and above or bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2024;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2024; or valid certificate issued by BPP;
g. Sworn affidavit disclosing whether or not any officer of the relevant committees of the University Agriculture and Environmental Science Umuagwo, Imo State or the Bureau of Public Procurement is a former of present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bids are true and correct in all particulars;
h. Company’s Audited Accounts for the last three (3) years 2021, 2022, 2023
i. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility to the execution of the project when needed;
j. Company’s Profile indicating its activities, with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
k. Verifiable documentary evidence of at least (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. List of Plants/Equipment with proof of ownership/Lease agreement;
m. For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
n. Electricity Jobs: Evidence of current license issued by Nigerian Electricity Management Services Agency (NEMSA);
o. Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicle or their authorized representatives should bid for the Vehicles;
p. For joint venture/partnership, memorandum of understanding should be provided (CAC, Tax Clearance Certificate, Pension clearance certificate, ITF compliance Certificate, NSITF Clearance certificate, IRR and sworn affidavit are compulsory for each JV partner)
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the university Director of Physical Planning on presentation of evidence of payment of non-refundable tender fee of N10,000.00 per Lot, through Remita Platform in any reputable Commercial Bank in Nigeria of their choice in favor of the University Agriculture and Environmental Science Umuagwo, Imo State. A copy of payment receipt should be attached to the financial documents.

5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bids in two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS excel format bids packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Registrar, University Agriculture and Environmental Science Umuagwo, Imo State and clearly marked with the name of the project and Lot Number. Furthermore the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender box at the office of the Director of Physical Planning, University Agriculture and Environmental Science Umuagwo, Imo State not later than 12:00noon on Wednesday 30th October 2024.

6. OPENING OF TECHNICAL BIDS
Only the financial bids of bidders who scaled through the technical prequalification will be opened after the closing date at 12:00noon on Wednesday 30th October 2024, at the University Multipurpose hall, in the presence of bidders or their representatives, while the financial bids of all bidders who were not qualified will be handed back to them un-opened. Please ensure that you sign the Bid Submission Register at the office of the University Director of Physical Planning as University Agriculture and Environmental Science Umuagwo, Imo State will not be held liable for misplaced or wrongly submitted bids.

GENERAL INFORMATION
a. Bids must be in English language and signed by an official authorized by the bidder;
b. Bids submitted after the deadline for submission would be returned un-opened;
c. A bidder will not be awarded for more than one (1) Lot;
d. All cost will be borne by the bidders;
e. The implementation of the advertised projects is subject to availability of funds;
f. Contractors with history of delay or abandonment of projects need not to apply
g. Document shall be verified and violated shall be returned to investigating authorities
h. All bid documents must be initialed and paginated;
i. The advertisement shall not be construed as a commitment on the part of the University Agriculture and Environmental Science Umuagwo, Imo State or shall it entitle tenderers to make any claims or seek any indemnity from the University Agriculture and Environmental Science Umuagwo, Imo State by virtue of their response to the advertisement;
j. The Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online;
k. Only pre-qualified bidders at the technical evaluation will be invited at the later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
l. The University Agriculture and Environmental Science Umuagwo, Imo State is not bound to pre-qualify any bidder and reserves the right to annual the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
